Lynda Hilliard has extensive professional healthcare experience including clinical nursing, operational and clinical management, regulatory compliance, and quality improvement in several health-related settings, including health systems, higher education/academia, post-acute care, behavioral health, and healthcare consulting. Lynda is a retired Lieutenant Colonel in the United States Army Nurse Corps after 29 years active and reserve service.  She completed nursing school at Hollywood Presbyterian Hospital School of Nursing, received an associate degree in Health Care Administration from Los Angeles City College, BA from California State University, Chico in health care administration, and a MBA from Loyola University in Baltimore, Maryland.   She most recently retired from the University of California Office of the President’s Ethics, Compliance and Audit Services Department.   Lynda hold certifications in health care compliance (CHC) and as a compliance and ethics professional (CCEP) .

 

Lynda and her husband Bob Hilliard have two children Jeffrey and Matthew Hilliard.  They moved to Mount Shasta in 2006 from the Oakland area to begin their retirement and enjoy the beauty of Siskiyou County.  Over her career, Lynda has co-authored several clinical operations texts and currently serves as a compliance management column writer on a national compliance journal – Compliance Today (Health Care Compliance Association).  She served as an editorial member of the national journal Home Health Nursing for a few years and has presented at both regional and national regulatory compliance seminars on such topics as regulatory compliance, governing body compliance responsibilities, and measuring compliance program effectiveness.   Ms. Hilliard was a board member of the Women Healthcare Executives of Northern California (WHCE) and was awarded the Women of the Year award in 1991.  She also served as a board member on the Siskiyou County Department of Behavioral Health Advisory Board for several years.   She retired in 2018 from her long term faculty position at the Health Care Compliance Association’s (HCCA) Basic Compliance Academy.  Finally, Lynda is a proud member of the SisQ Women Veterans group in Siskiyou County.
